The history of Estonia has been one of turbulence and major demographic changes during the period of annexation
have resulted in ethnic tension between the titular nationals in Estonia and the large Russian-speaking minority, this
project seeks to address these different communities on either side of the site, the predominantly Russian area of housing
that is found to the west and the Estonian community to the East.
The site is at the periphery, one that through the development of the railway infrastructure, has remained undeveloped, untouched,
it is a link to the past - it is residual space.
The patio is the first stage in a scheme that attempts to deal
with the recent past, promoting an understanding of both communities, through the collection of archive material that will be
sorted, catalogued, exhibited and available for study.
The institution will be apolitical, and will attempt to tell both sides of any story, it will be up to the individual to develop their own reading.
